Tuition Support and Scholarships
[For Undergraduate Students] Information on Tuition Fee Reduction and Exemption Systems (Higher Education Support System)
Based on the "Act on Support for Studying at Universities and Other Institutions," we have established a system to reduce or waive tuition and entrance fees for students who are motivated to study but are deemed to have difficulty continuing their studies due to financial reasons.
In principle, you will need to apply for both the Japan Student Services Organization (JASSO) grant scholarship and the tuition fee reduction. Depending on the outcome of the JASSO scholarship application, tuition and entrance fees will be fully waived, 2/3 waived, 1/3 waived, or 1/4 waived.
Applications are typically accepted at the start of the first and second semesters.
Furthermore, if a household's finances change drastically due to the unemployment, bankruptcy, accident, or death of the primary breadwinner, resulting in a recent decrease in income to the level of a non-taxable household, applications can be submitted at any time, even in the middle of the fiscal year.
[For undergraduate students] Tuition fee reduction/exemption under the residency exception system (University-specific system)
Those who meet the following conditions will be exempt from all entrance fees and tuition fees (free of charge).#1
There are no income restrictions.
- Those whose primary breadwinner has continuously resided in Hakodate City, Hokuto City, or Nanae Town for three years prior to the time of enrollment.#2.3
- Those who have not completed three years between their first high school graduation and their university entrance.#4
- Those who meet the academic requirements in accordance with the new national higher education support system.#5,6
*1 The entrance fee applies only to students enrolling in the current academic year.

*5 The academic requirement for students admitted in the current academic year is that they must have passed the university's entrance examination.
*6 If it is determined that you will not be able to graduate within the standard period of study, you will be ineligible until you graduate.
For those who have applied for and are receiving grant scholarships under the new student support system, tuition fee and entrance fee reductions under the new student support system will take precedence, and any remaining fees not covered by the new system will be fully waived under the special residency exemption system.
[For Graduate School Students] Information on Tuition Fee Reduction/Exemption System (University-Specific System)
We have a system in place to reduce or waive tuition and entrance fees for students who have excellent academic records and are deemed to have financial difficulties in continuing their studies.
The decision will be made based on "academic performance requirements" and "household financial situation requirements." The "academic performance requirements" are as shown in the table below. For the "household financial situation requirements," the criteria for grant-type scholarships of the Japan Student Services Organization (JASSO) will be applied mutatis mutandis.
Depending on the assessment results, tuition and entrance fees will be fully waived, 2/3 waived, 1/3 waived, or 1/4 waived.

Academic performance requirements for graduate schools
Master’s Program
| Those who have not completed one year since enrollment. | Applicants must be in the top half or higher in their entrance examination scores. |

The Chair of Graduate School will then certify the applicant's academic performance based on the submitted materials. ② It is not certain that you will not be able to graduate or complete your studies within the standard period. |
Regarding the deferral of tuition and other fees
If it is determined that payment within the payment period is difficult due to an accident or disaster involving the student or their financial supporter, and this occurs within 12 months of the event, or if the Chairman of the Board deems it particularly necessary, the collection of entrance fees and tuition fees will be deferred.
*Applications for deferral of tuition fee payment must be submitted by the day before the tuition fee payment deadline.

Repayment exemption for particularly outstanding achievements (Graduate School Type 1 Scholarship recipients only)
This system allows graduate school Type 1 scholarship recipients who have achieved particularly outstanding results during their studies, as recognized by the Japan Student Services Organization (JASSO), to be exempted from repaying all or part of their scholarship at the end of the loan period.
Other scholarships
In addition to scholarships from the Japan Student Services Organization, there are various scholarship programs offered by local governments and private organizations. When these organizations announce their scholarship programs, we will post the information on campus bulletin boards and other channels as needed.
