新型コロナウイルス感染症に罹患した場合等の対応について

新型コロナウイルス感染症の拡大を受け,同感染症が政令により「指定感染症」として指定されました。
これにより,学校保健安全法に定める第一種感染症とみなされましたので,本学では,次のように対応いたします。
学生のみなさんにおいては,新型コロナウイルス感染症の予防対策として,風邪や季節性インフルエンザ対策と同様,
手洗い・うがいを励行し,咳やくしゃみなどの症状がある場合はマスクを着用してください。

新型コロナウイルスに関する本学の対応については,都度,本学Webサイトまたは学内Webサイトでお知らせして
いきますので,各自でご確認をお願いします。

本学の対応

1. 罹患した場合の報告について

新型コロナウイルス感染症に罹患した場合には,必要に応じて感染の拡大を防止するための措置を講じる必要があることから,速やかに,電話またはEメール(登校はしないこと)により,次に掲げる事項について教務課 学生支援・就職担当に報告してください。

②受診した医療機関
③現在の状況
④発熱および咳などの呼吸器症状が現れた日
⑤診断日前1か月以内における外国への渡航歴の有無(渡航歴がある場合は,期間,国名及び都市名)
⑥症状が現れた日以降における本学の関係者との接触の状況(授業等への出席状況を含む。)
⑦今後の見通し等に係る医師等の所見

2. 症状についての相談について

自身が濃厚接触者(※1)となった可能性がある思われる場合や,37.5度以上の発熱が4日間以上続いている場合,
強いだるさ(倦怠感)や息苦しさ(呼吸困難)がある場合など,自身の症状に不安がある場合には,保健所等の相談
窓口(※2)に相談してください。

※1「濃厚接触者」とは,新型コロナウイルス感染症が疑われる者と同居あるいは長時間の接触(車内,航空機内等を含む。)があった者などをいいます。

3. 出席停止

新型コロナウイルス感染症と診断された学生は,学校保健安全法第19条の規定により,「出席停止」となります。

4. 出席停止の期間

学校保健安全法施行規則第19条第1項の規定により,出席停止期間は「治癒するまで」となります。登校の再開にあたっては,治癒し登校に支障がないことを証明する医療機関の診断書等を教務課 教務・図書担当へ提出してください。

5. 出席停止により欠席した授業の取扱いについて

出席停止により欠席した授業については,成績評価が不利にならないよう取り扱われるので,感染したら速やかに教務課 教務・図書担当に連絡してください。

6. 行動の注意事項について

【海外渡航での注意】

※以下の情報は2020年2月21日現在のものです。海外渡航に関する最新情報は「外務省 海外安全ホームページ」でご確認ください。

中国の湖北省、浙江省への渡航は止めるとともに、これらの地域以外の中国本土への渡航についても原則渡航禁止とします。
また、中国以外の国への渡航にあたっても、人混みを避ける、うがい、手洗い、マスク着用などの対応を行い、渡航先の最新の情報を入手するよう努めてください。
やむを得ず出国した方にあっては再入国可能か各自確認して下さい。

下記の者については、当面の間、特別な事情がない限り、日本に入国することができません。

  • 日本到着時前14日以内に中華人民共和国湖北省,浙江省における滞在歴がある外国人
  • 中華人民共和国湖北省発行の中国旅券を所持する外国人

外務省からは「早期の一時帰国や中国への渡航延期を至急ご検討ください。」(2020年2月12日)とのお知らせがでています。

【国内での注意】

国内でも、海外からの多数の旅行者等が訪れていることを鑑みると、注意が必要です。情報の入手に心がけ、冷静な行動に努めてください。
また、外出にあたっては、人混みを避ける、うがい、手洗い、マスク着用の励行を心掛けてください。

FUN’s Actions in Response to New Coronavirus Outbreak

Following the spread of the new coronavirus, the disease was designated as “designated infectious disease” by a government ordinance. As a result, the coronavirus is considered Class I Infectious Disease by the School Health and Safety Law therefore the Future University Hakodate will respond as follows.
Students should wash their hands and gargle as a preventive measure against the coronavirus infection, as with colds and influenza, and wear a mask if they have symptoms such as coughing or sneezing. (Reference “To prevent new coronavirus”)
We will keep updating our response to the new coronavirus on the official website or the Intramural website so please make sure to confirm them.

1.Report when infected

In the case of being infected by coronavirus, it is required to immediately report following things to the Student Affairs Section of the Administration Bureau by phone call or email (never come to the university) for taking measures to prevent infection spread.

⑦Doctor’s opinion regarding future outlook

2. Consultation about Symptoms

If you are concerned about your symptoms such as having a fever of 37.5 degrees or more for more than 4 days, have strong laxity (malaise) or breathlessness (dyspnea) or you may have become a close contact person (* 1), please consult with a public health center (* 2).
※1 “close contact” means having cared for or lived or stayed in the same space for a long time (including in a car or on a plane) with someone who may be infected/suspended to be infected by the coronavirus.

3. Refraining from Attendance

Students diagnosed with the coronavirus infection must refrain from attendance according to the provisions of Article 19 of the School Health and Safety Act.

4. Period of Refraining from Attendance

According to the provisions of Article 19, Paragraph 1 of the School Health and Safety Law Enforcement Regulations, the refraining period from attendance is “until healed”.
When returning school, please submit a medical certificate, etc. of a medical institution that proves that you are cured and no risk of spreading the disease to the Education Affairs Section.

5. Handling of absence from classes due to refraining from attendance

Absent classes due to the coronavirus will not affect the evaluation so you must inform the education affairs section immediately that you are infected.

6.Notes on Actions

【Notes when traveling overseas】

*Information stated below was announced by MOFA as of February 21, 2020.
Please refer to MOFA’s “Overseas Travel Safety Information” for the latest information.

Traveling to Hubei/Zhejiang provinces in China must be avoided, and also traveling to the mainland of China is also prohibited in principle.
Also, when traveling to countries other than China, try to avoid crowds, gargle, wash your hands, wear a mask, etc., and try to collect the latest information on the destination.
If you have to travel overseas, make sure that you can re-enter Japan.

The following persons are not allowed to enter Japan without special circumstances for a certain amount of time.

Foreigners who have stayed in Hubei and Zhejiang provinces within 14 days before arrival in Japan
Foreigners holding a passport issued by Hubei, China
The Ministry of Foreign Affairs has announced that “Please consider returning to Japan temporarily or postponing to China as soon as possible.” (February 12, 2020)
【Caution in Japan】Special care must be taken in consideration of the large number of foreign tourists visiting Japan. Please keep in mind to collect the latest information and try to act calmly.

Also, when going out, try to avoid crowds, gargle, wash your hands, and wear a mask.
